JITTEIS (Just in Time Training for Emergency Incident System) is a project funded through an SBIR grant held by Bandemar Networks. The goal of the project is to create a system that can send multimedia training or instructions to mobile devices, regardless of the type of cell phone or service provider.

S&A was trusted to design and develop JITTEIS.

JITTEIS consists of a series of applications that are interconnected.

• Web-based Database Application: This application manages all data and determines what multimedia message is sent to which user at what time in which media format.
• Wireless Gateway: This application converts internet multimedia messages into wireless messages. It has a series of cell phone modems to send and receive messages and communicate these to the Web Database Application.
• Phone Voice Communication System: This application talks to users over the phone (Text-To-Speech) and receives commands from users through their phone (voice recognition). This way the users can register for multimedia messages through their cell phones.
• Email Server: Alternatively users can receive multimedia messages through their email system on their mobile devices (i.e. Blackberry). To facilitate this channel, the email server converts Internet messages into email messages and vice versa.

The development of JITTEIS was done in two phases:

1. Rapid Prototype: In this phase basic functionality was developed to prove the main concept of JITTEIS, as well as to find solutions for all items that had some design risk.
2. Pilot Application: Two companies were early adopters of JITTEIS.

• MONOC is New Jersey’s largest paramedic company. JITTEIS is used to send short instructional messages about rarely used equippment.
• Structure Tone is one of New Jersey’s large construction companies. They use JITTEIS to send short safety instructions to their staff or subcontractors on their construction sites.
